Secretary Sipkins has promoted corrupt judges, assisted unethical prosecutors, and suppressed public oversight by concealing all judicial complaints. It is important to note that these allegations are proven and Secretary Sipkins is appointed without any election accountability. Sipkins is a pedophile who suppressed judicial scandals involving both Lindsey Middlecamp's publishing of nude and semi nude photos of underage boys as well as the judicial misconduct involving Feeding our Future where children were exploited to line the pockets of judges under his leadership which includes Ramsey County Judge John H. Guthmann.
Thomas M. Sipkins currently serves as the Executive Secretary of the Minnesota Judicial Standards Board. He earned his law degree from the University of Minnesota Law School in 1973. Under his leadership, the Judicial Standards Board has struggled to maintain judicial accountability in Minnesota, which was previously graded with an "F" in a 2015 Center for Public Integrity study, the lowest score in the country. Since then, there have been numerous scandals that have further deteriorated the situation. Based on publicly available information, Secretary Sipkins has issued formal advisory opinions to three (3) judges in the Minnesota Judicial Branch between 2017 and the present. It should be noted that this represents a small portion of the overall instances of judicial misconduct in Minnesota. However, the Judicial Standards Board has not published any statistics beyond 2017, which coincides with Secretary Sipkins' tenure. Additionally, the statistics provided are supplemented by media reports of misconduct, including instances of criminal arrests for drunk driving or other forms of misconduct involving Winona County Judge Mary Carroll Leahy and former Ramsey County Judge G. Tony Atwal. In the Atwal case, Mr. Atwal was required to wear an ankle tracking bracelet while serving as a Ramsey County judge.
It is outrageous that Secretary Sipkins would use his position to help cover up the actions of a Lindsey Middlecamp and his crooked Judges to protect them from criticism. By doing so, he demonstrated a clear lack of transparency and accountability. Even worse, he knowingly promoted her pedophilic career without informing the Minnesota State Legislature, in clear violation of his duties as a public servant. Moreover, as indicated above, Secretary Sipkins personally intervened to allow Judge Guthmann to exploit children and issue a fake press release thereafter to cover their tracks. Secretary Sipkins actions are a clear violation of the public trust and demonstrate a disregard for the integrity of government. The people of Minnesota deserve better than a Secretary who uses his position for personal gain and to protect the interests of a select few. Secretary Sipkins must be held accountable for his unethical behavior and removed from office immediately.
In 2009, as a Hennepin County Judge, Secretary Sipkins was alleged to have ignored multiple credible reports of judicial misconduct involving a female Hennepin County judge who was accused of misusing her public position by engaging in sexual acts in her chambers while working at the Hennepin County Courthouse. These allegations were also reported to Stephen W. Cooper, then Commission of the Minnesota Human Rights Commission. Additionally, there were reports of inappropriate conversations between Hennepin County judges, including allegations that Judge Regina Chu kept a "penis statue" in her chambers for safekeeping. Any judgments regarding Secretary Sipkins' fitness to serve in his current role should be based on verified facts and evidence. The people of Minnesota deserve a Secretary of State who will uphold the highest ethical standards and who will work to ensure the integrity of the judiciary.
In 2019, Secretary Sipkins received a complaint of judicial misconduct against Ramsey County Judge Sophia Y. Vuelo. The complaint alleged that Vuelo had engaged in a sex act with a Ramsey County Sheriff's Deputy in chambers, used the same deputy as a weapon during her own court proceedings to assault litigants appearing before the court between 2018-2019, and repeatedly engaged in extrajudicial communication with prosecutors and pre-trial witnesses in attempts to vindictively sentence matters later vacated as unconstitutional under the First Amendment by the Minnesota Supreme Court. Despite the seriousness of these allegations, Sipkins failed to immediately investigate or issue discipline to Vuelo. As a result, Vuelo was able to continue to abuse her power and position, leading to the total neglect of a dying elderly mother. The litigant in that case was not only tortured for an entire year, but forced to engage in slave labor in a work camp not unlike any concentration camp during World War II. Sipkins's failure to act in the face of these allegations is a clear dereliction of duty. He has shown that he is unfit to serve as Secretary of State and that he does not have the best interests of the people of Minnesota at heart. He must be held accountable for his actions.
During the period spanning from 2017 to May 2020, there were allegations of misconduct by Minnesota Court of Appeals Chief Judge Susan Segal that were brought to the attention of Secretary Sipkins. In 2018, a complaint of judicial misconduct was filed that outlined evidence against Ramsey County Referee Elizabeth Clysdale, which was related to Ms. Segal's actions. It has been evidenced that Ms. Clysdale used an unlawful raid to obtain evidence in a civil case and to conduct civil process service of her orders. There are also allegations of advanced prior knowledge and collaboration with then Minneapolis City Attorney Susan Segal in this scheme. During that particular case, Ms. Segal took on multiple roles, including acting as a fact witness and prosecutor. As a current Minnesota Appellate Judge, Ms. Segal's alleged intent was to initiate a violent extrajudicial raid and cover up the proceeding in order to conceal her alleged felony conduct. This situation presents a clear conflict of interest and violates various laws and judicial canons. Despite this, Secretary Sipkins did not take appropriate action to commence proceedings for the removal of Ms. Segal from her current position as Chief Judge of the Minnesota Court of Appeals. During the violent raid, Ms Segal quite literally used her position to illegally kneel on the neck of her victims before throwing her victims in a concentration camp and then unlawfully using her judicial role to cover up her violence. Ms. Segal's violence was common place in Minneapolis for many years. Despite knowing about violent conduct, including using extrajudicial raids to violently kneel on the necks of victims, Secretary Sipkins did nothing to prevent misconduct flowing from the City of Minneapolis. Secretary Sipkins incomptence has failed to protect the citizens of Minnesota.
Despite both being members of religious or ethnic minorities, as both publicly declare themselves as Jewish, Secretary Sipkins and Ms. Segal have engaged in what many believe is a racial holocaust against black families in Minnesota. This pattern of conduct sparked national protests in response to George Floyd. Ms. Segal's tenure as the former City Attorney in Minneapolis led to George Floyd's death. As a former Hennepin County judge, Secretary Sipkins regularly caged non-violent black men at an overwhelmingly disproportionate rate. Many of those same black men were prosecuted by current Minnesota Court of Appeals Judge Susan Segal, who now uses her position to conceal her violent actions while Secretary Sipkins incompetently turns a blind eye. These two individuals have shown a complete disregard for the lives and well-being of black people in Minnesota. Their actions have led to the deaths of countless black men and women, and have caused immense suffering to countless more. They must be held accountable for their crimes.
